If a player connects to the server via RTSP, it can use parameters for changing current position in a RTSP request (if a player supports it).
You can also set the parameters for current position and start and end of a piece of video directly into URL (HTTP or RTSP)
The position should be set in absolute time.
For example:
rtsp://10.10.20.14/t1?start_time=20120912T084000Z&end_time=20120912T084200Z&current_position=20120912T084100Z
