The update enables programmers to develop encoding and playback applications for digital video in the newest HEVC/H.265. A playback application with HEVC decoder and mpeg audio decoder can be assembled, which plays HEVC transport streams from a file or network. Notice, that audio and video synchronization is not yet possible, and the frame rate is fixed to 24 FPS.

The HEVC decoder supports 8bit digital content and increases encoding and decoding efficiency of video data using simplified parallelization. It has a single-threaded implementation of deblock filtering across all supported platforms. The 720p format with the maximum 1.5 Mbps bit rate is achieved on the quad-core ARM Cortex-A8 devices with deblocking filter off, quantization of at least 27, and random access encoding profile.

The testing was carried out in the real time hybrid environment in the DVB-T2 format using several dozens of different end-user set-top boxes and TV-sets. The final stage of the testing was made possible after a long period of the IMS technology development and optimization for the emulated devices in the hybrid Internet and cable environment. The technology was also successfully tested on a working model in the DVB-T and DVB-T2 formats in the hybrid environment using the MART transmitter developed in Saint-Petersburg, Russia.

All of the participants of the test broadcasting project in Tomsk have expressed their desire to further cooperate and continue working on the IMS, also noting that the project is highly innovative and offers great prospects for the Hybrid TV in Russia.

After completing the experiments, one of the project authors D.Sc Saryan V.K, member of the Armenian National Academy of Sciences, professor, and head of the NIIR recreational educational center, while commenting on the plans of the IMS development, said: “The experiment that has been successfully completed in Tomsk just before the Christmas and New Year holidays, in our view, bears great importance for the development of the Digital TV both in our country and abroad.

This experiment, so to say, helped us to look into the future of the Digital television – the time of the complete convergence of Digital TV and data networks. For the first time in history, based on this converged network we have managed to create a Mass Information Management System (MIMS), which will allow any subscriber of the Digital TV to access a wide number of info-communicational services. Essentially, what we have accomplished in Tomsk is that for the first time in modern era, we have shown the Hybrid TV system that the most developed countries only begin to think about. Tomsk once again becomes a leader of the worldwide innovations.”

The member of the academy also noted that the created network model helped to demonstrate one of the highly important advantages of the MIMS – ability to create a trusted network based on the developed environment, which is essential for the efficient functioning of governmental and commercial services. In conclusion, D.Sc Saryan V.K. said: “Now after completing the first stage, it became very clear not only to the authors and developers of the project that mass deployment of MIMS will allow our country to take a significant step towards building an information society.”

Commenting on the prospects of the future development of the IMS system, Belyakov K.O, VP of Strategic Development and External Affairs for Elecard Group, said: “We live in times of active development of information technologies (IT) and information society. The technology developed by the four companies made it possible to deliver live sports event streaming to thousands of viewers all over the world.

The Russian Surfing Championship 2012 gathered the best Russian and Vietnamese athletes that left the whole public in awe and amazement by performing stunning surfing and kitesurfing tricks on the water.
