if i bought the Full version SDK, will i be able to build an mpeg2 to mpeg2 TS (mpeg2 transport stream) converter IN A VB.NET APPLICATION for streaming over a LAN network?

Elecard .Net SDK is suitable for using with VB.NET.

There are several ways to do the transcoding which is demonstrated in samples supplied with Elecard Encoder .Net SDK.
After a little modification these samples will be able to make transcoding from any format to the MPEG2 TS.
