Does the MPEG2 encoder support CBR with the DVD preset?

Preset is just a set of parameters.

There is no such ready preset, but after choosing DVD preset you can change bitrate settings to CBR.
So, it's possible.

If you are using 'graphedit' utility you can change filter's settings via it's property pages.
If you want change filter's settings from your own program you should purchase Elecard Codec SDK to learn more about filters' internal interface, that allows to configure filters by your own application.
