I have consulted Elecard PDF and can't find it but does ELECARD AAC Audio  Encoder, have sampling rate parameter ?

Encoder will work with the same frequency as input audio data. If you use SBR, input frequency will be downsampled and lower half will be encoded as AAC LC and high part as parametric.
Or maybe you need generic resampling?
