I know in advance the multicast group, port and TS pids that I need to receive.  Is it possible to set up the receive graph completely before receiving any data from the network?

You can build such graph from your software.
You have to know pids and you have to configure pids on PushDemuxer manually.

You can't build such graph in graphedit, because there will be no pins on PushDemuxer without data.
